So in my honest opinion, I feel like the bandits' chance to spawn with the voice should be lower than the Imperials. I do like the balancing between the Imperials and Stormcloaks so I definitely don't think that should change. Maybe have the bandit spawn rate at 3% instead of 5%? And just have it be the usual frost breath instead of frost storm. It is kind of weird to me that they have it tbh.
